Chapter One – The Oath

1.1. Oath Requirement
All members of the Royal English Navy must repeat the oath in Section 1.2 within 1 week of being admitted to the REN. By repeating this oath, the new member pledges that they publicly acknowledge their understanding of and commitment to it. The member also acknowledges that violation of the oath in any respect may incur disciplinary action as explained in Section 1.1.a.

1.1.a Disciplinary Protocol

Breaking of the REN Oath through a member’s actions or words within the REN and in public forums can lead to a disciplinary hearing on the charges based off of the Admiral’s mast protocol in the Standing Orders and Regulations thread.

1.2 The Oath
Members of the REN swear this oath in fealty to the currently elected Regent and the Lady/Lord High Admiral.

"I, _________, as a member of the Royal English Navy, do solemnly swear this day forth to pledge my allegiance to England, to her King, to her Regent, to her people, and to my fellow Sailors. I vow, if necessary, to render my life to defend and protect the ports and waters of England and her people. Further, I vow to uphold and honor the Charter of the Royal English Navy and to carry out, to the best of my ability, any order given to me by my senior officers.

I solemnly swear to preserve and uphold England and her Regent against any foreign invader who would wreak havoc upon my English brethren until I draw my last breath.

Chapter Two - Goals of the Royal English Navy

2.1. Encouraging interaction between REN members and citizens within coastal towns, harbors, shipyards, military ships, merchant ships through presenting a high profile, delivery of information, recruitment, and most importantly exemplary behavior, service to their local communities, and interest and involvement in local community issues.

2.2. Defend and promote the interests of England, her people and her King and rightfully elected Regent at sea and on shore.

2.3. Become a strong and capable arm for England's Trade and Defense, to ensure Inclusive help to Counties and build strong ties with County Councils to ensure a balance is maintained between its Service to the Regent and the individual County Councils needs.

Chapter Four - Duties

4.1. Lady/Lord High Admiral

• Chosen by the rightfully elected Regent at the beginning of her/his term.
• Liaison to the Regent’s Privy Council.
• Administrates the Royal Navy’s Officer's Corps
• In command of REN together with the Admiral of the Fleet.
• Ideally has ship experience.

4.2. Admiral of the Fleet

• Administrates the Royal Navy’s fleets.
• Nominated and voted on by all members of REN.
• In command of REN together with the Lord/Lady High Admiral.
• Representative of the Royal English Navy in the Military Council of the National English Army.

4.3. Vice Admiral

• Assist the Lord/Lady High Admiral and the Admiral of the Fleet in running the REN.
• Part of the REN High Command.
• Appointed from the REN Officer's Corps.
• Ideally has ship experience.

4.4 Commodore

• Highest ranking officer that is not part of the High Command.
• 5 FC - 300 Training Points required
• May have the same duties as a Captain.

4.5 Captain

• Can be in command of a group of sailors or marines.
• 5 FC - 225 Training Points required

4.7 Lieutenant

• Low-ranking officer
• May be in command of a small unit of marines or sailors.
• 4 FC - 150 Training Points required

4.8 Midshipman

• Low-ranking officer
• 3 FC - 100 Training Points required

4.9 Harbor Master Crown Docks

• Appointed by the High Command from those of the rank of Master or higher
• Answers only to the REN High Command
• Oversees the Harbor Master’s sub forum
• Can perform duties of the purser should no willing sailor be found

4.10 Purser

• Appointed by the High Command from those of the rank of Master or higher
• Answers only to the REN High Command
• Acts as an agent of the REN creating opportunity for donations and ensures collection of donations for construction or repair of ships or the feeding of REN members while on deployment.
• Will maintain a Ledger in the REN Officers’ Corps
• Will liaise with the TM of the Counties entrusted with the REN's supplies.

4.11 Master

• Highest non-officer rank
• 3 FC - 60 Training Points required

4.12 Senior Petty Officer

• 2 FC - 45 Training Points required

4.13 Petty Officer

• 30 Training Points required

4.14 Junior Petty Officer

• 15 Training Points required

4.15 Leading Seaman

• 1 month REN service required

4.16 Seaman

• Ordinary marine or sailor

Chapter Five - Military Organization

5.1 Sailors

• The Royal Navy has the task of defending England at sea.
• Sailors when available may be able to help crew non REN ships at a private Captains request. The Private Captain will be requested to allow for part of their cargo space to be put aside for use by the REN Purser and his/her agent to carry goods with the intent to trade and increase the money and goods of the REN.

5.2 Marines

• The Royal Marines have the task of defending England's Ports from threats. Mayors of port towns or county councils may request the REN to mobilize to defend a harbor either from simple revolts or to reinforce a standing county army and a National army.

If part of the Army, the marines will be under the command of the Counties Armies Officers or National Army Officers for the duration of their service. Whilst the REN can make requests of the Counties Armies and National Army soldiers to swell the ranks of the REN if engaging in sea battle, those soldiers will be under the Command of the Naval Officers for the duration of their service.

Seamen and/or Soldiers may provide for their own food and supplies when involved in a conflict or, if applicable, the Navy or Army to which they are attached may provide food and/or wages.

• The royal marines will offer an escort service to ambassadors, nobles, or merchants traveling overseas as practical. Negotiation of limits of trip distance and donations or fees will be discussed on an individual basis.
• The ranks of the Royal Marines and Navy are the same, and people can be members of both groups at the same time. However, in times of attack and defense, their deployment and definition will be at the discretion of the LHA and the High Command, taking into consideration requests for transfer to other divisions at those times.

5.3 Military Organization

• The smallest unit of organization is a Division, which can be commanded by any officer. A Division is a group of Sailors or Marines on land
• A few ships form a Flotilla, which can be commanded by anyone at or above the rank of Captain.
• Flotillas group together to form a Fleet/Armada, which is commanded by a Commodore or Vice Admiral.

5.4 Promotions

• REN members can be promoted based on the number of training points earned, period in service and required FC
• Officers are not automatically promoted from the ranks, they must be approved by a majority of the REN officer corps
• Skipping ranks is not allowed
• Promotions are done by mutual agreement of the Lord/Lady High Admiral and Admiral of the Fleet.
• Promotions will be conducted on or around the middle of the month

5.5 Training Points

Training points may be awarded for the following

• Maxing Astronomy, Basic Seafaring 10 points
• Maxing a Basic Naval skill: 25 points
• Maxing an Advanced/Expert Naval skill: 40 points
• Helping in the construction of a port for a low wage: 3 points/day
• Defending a port town: 1 points/day
• Crewing a Ship 2 to 10 points/ voyage “depending on the number of days”
• Strength Increase by 20 = 2 TP
• Additional Points may be awarded by the LHA or AF as needed

Chapter Six REN Naval Academy

6.1. Level 2 REN members and above will update on a regular basis on the progress of their Seafaring studies.

6.2 REN members that have completed studies in and have the ability to teach navigation subjects will, at a county’s request and when possible, offer to teach seafaring classes.

6.3 REN members will update their location and stats in the nominated thread each month.

6.4 The LHA has the right to appoint a REN officer to ask for proof of stats via screen shots

6.5 An Officer will be appointed by the LHA to the task of gathering current information of interest to the REN which may be announced or discussed in the Babel Tower II - Vasco De Gama forum, as well as in other locations, as appropriate. He/she will also be in charge of collating Captain & Crew Logs of voyages, as well as collecting anecdotal experiences of Private Captains for the benefit of the REN.

Chapter Seven Harbormasters forums

7.1. Counties will keep the Harbor Master of the Crown Docks updated with a list of its Harbormasters. It will be up to the REN to follow this up and is not the responsibility of the Counties.

7.2 Counties will encourage their harbormasters to participate in any discussions in the Harbormasters subforums. Harbor Masters will be encouraged to join the REN in a permanent capacity.

7.3 Harbormasters will report any hostile actions made by ships

7.4 Harbormasters have the right to request assistance from a REN warship should they require aide

Chapter Eight – Election of the Admiral of the Fleet

8.1. Vote of Confidence

A vote of confidence (five day poll, three options: Yes, No, or Abstain) for the Admiral of the Fleet shall be at the request of REN members. 2/3 or more votes not in favor are needed for the Admiral of the Fleet to be dismissed. If more than 2/3 of the voting members are not in favor of the current Admiral of the Fleet, then a nomination period shall start.

8.2. Nominations

There shall be a period of five days in which each member of REN is allowed to nominate someone for the position of Admiral of the Fleet. The nominee must have the rank of Lieutenant or above. The nomination needs to be seconded by another member of REN and a self nomination is not allowed. The nominee must formally accept his/her nomination within the same 5 days to be able to be voted on in the voting process.

8.3. The Vote

There shall be a five day period after concluding the nominations in which the candidates have a chance to present and debate their proposals and to answer questions.
Depending on the amount of candidates and voting results, one or more rounds of voting (five day poll) shall be required because a candidate will need 50% +1 vote to be elected as Admiral of the Fleet.
All members of REN are allowed to vote in the poll which will be held during 5 days.

Chapter Nine Lord High Admiral

9.1. Vote of confidence

A vote of confidence (five day poll, three options: Yes, No, or Abstain) for the High Lord Admiral shall be at the request of REN members. 2/3 or more votes not in favor are needed for no confidence the High Lord Admiral to not in favor. Upon completion of this vote the AF will Appeal to the Regent and the Privy Council for investigation or appropriate action to be levied, at the discretion of the Regent.

Chapter Ten Other

10.1 Amending the Charter

The Charter of the Royal English Navy can be amended by a vote of the House of Parliament.

10.1 REN Administration

The REN officer corps shall have the authority to maintain a set of Standing Orders and Regulations in order to properly administrate the REN. With a 2/3 majority vote, the LHA or AF can make additions or changes to those Orders and Regulations.

1.2 Lawful Order
An order, to be lawful, must relate to specific REN duty. It is illegal if it is unrelated to naval duty; its sole purpose is to accomplish some private goal; it is arbitrary and unreasonable; or it is given for the sole purpose of increasing the penalty for an offense which it is expected the accused may commit. Orders may be given to the sailor by any superior by any, but will not be considered lawful unless recorded in the forums.

Chapter Six – Naval Organization and Guidelines

6.2 Unit Organization
• A ship is to be commanded by an REN officer, or someone appointed to command the vessel as ordered by the LHA or AoF.
• A Fleet is the largest unit of organization, which is under the control of the LHA or AoF, or as directed by the High Command.

6.3 Promotions
• REN members can be promoted based on the number of training points earned, period in service and required FC
• Officers are not automatically promoted from the ranks, they must be approved by a majority of the REN Officer's Corps
• Promotions are done by the Lord/Lady High Admiral, or Admiral of the Fleet.
• Promotions will be conducted at least once a month whenever possible
• The Lord High Admiral can award three instant field promotions a year to people who otherwise may not meet the ranks requirements.

6.4 Training Points
Training points may be awarded for the following

6.4.a At Sea - Sailing
• Captaining a ship during a voyage - 1TP / day (double if on an official REN mission)
• 1st Mate on a ship during a voyage - 1TP / day when sailing is undertaken (double if on an official REN mission)
• Crewing a ship during a voyage - 0.5TP / day (double if on an official REN mission)
• Updating your Ships Log Book / Journal with both the start location and date and end location and date of a mission - 2TP per ordered voyage of more than 5 days duration

6.4.b At Sea - Combat
• Sinking of a hostile or an acknowledged enemy vessel - Maximum Hull Points of ship as TP for Captain
• Sinking of a hostile or an acknowledged enemy vessel – Half Maximum Hull Points of ship as TP for Crew

6.4.c Personal Attributes / Knowledge
• Every 50 Strength - 1TP
• 100% Astronomy skill acquired - 10TP
• 100% Basic Seafaring skill acquired - 10TP
• 100% Basic Naval Engineering skill acquired - 20TP
• 100% Advanced Seafaring skill acquired - 25TP
• 100% Basic Naval Combat skill acquired - 30TP

6.4.d Donating of supplies

• Officially Ordered Defending a port town by REN - 1TP / day

6.5 Enlistment program
A. normal sailors will join at the rank of seaman

B. Officer recruitment, with the recommendation if an Admiral a early officers commission can be given as long as they would otherwise qualify for the rank of Midshipman. A Review will then be conducted by a member of the High command and the officers will vote to accept or deny the commission or enlist the applicant at the rank of Master, or deny the application all together

This Charter may be amended by a simple majority vote of the House of Parliament, subject to a veto by the Monarch. Parliament has the power to override a veto with a three-fourths majority. Additionally the REN and the Monarch shall be allowed comment on any proposed amendments, and may propose amendments to be voted on by Parliament.

9.2 REN Administration
